Eligibility rules determine which opportunities applicants qualify for after submitting the common application in a universe. The system evaluates applicant responses against configured rules to display only the opportunities for which they are eligible.

When to Use Eligibility Rules:
- Determine which applicants qualify for specific opportunities based on their common application responses.
- Create qualification criteria using AND/OR logic and rule subgroups.
- Automate opportunity matching so applicants only see scholarships they are eligible to apply for.
- Reduce administrative burden by preventing ineligible applications.
It is important to organize your eligibility rules using the spreadsheet provided to you by your Foundant team member or Support before building the rules in your site. Once you have built the rules, thoroughly test them.
Add Rules
Each rule is contained within a rule group configured to the corresponding scholarship opportunity. Each rule group is configured as common or opportunity specific. In most cases, it is recommended to build a rule group for each opportunity. This article focuses on that approach; however, Support can discuss alternatives.
To add eligibility rules to a universe, create a rule group for each opportunity and configure the form questions, comparators, and values that determine eligibility.
- Click Tools on the upper navigation bar, and then click Process Manager.
- Click the universe name.
- Click the Eligibility tab.
- Click Add Eligibility Rule Group.
- Enter a name for the rule group, and then click Configure Rule Group.
- If building rules for the Common application, check the Common box. If building an opportunity specific rule, check the box next to each opportunity.
- If building a rule group per opportunity, the name should reflect the opportunity for this group.
- Click Add AND Rule.
- Select a Form Question, Comparator, and Rule, and then click Add Rule.
- Form Question - Select the question on the application to which this rule relates.

Comparator - Select the comparator for the question and the value.
- For example, if building a rule based on a County of Residence question and the applicant must select County A to pass the rule, the Equal To comparator would be selected.
- If building a question based on GPA requirement, select Greater Than as the comparator and enter a number that is one-hundredth lower than the minimum GPA required. (i.e. "GPA Greater Than 2.99" for a required GPA of 3.0 or higher).
- Selecting the Not Equal To comparator can have unintended implications. It is recommended that you discuss the implications with Support before using that comparator in the rules.

Rule - This is the value that must be selected for list questions or entered for other question types by the applicant in order to pass the rule.
- For example, if building a rule based on a County of Residence question and the applicant must select County A to pass the rule, County A would be selected in this field.
- For example, if building a rule based on a County of Residence question and the applicant must select County A to pass the rule, County A would be selected in this field.
- Click Add AND Rule and repeat step 7 to add the remaining eligibility rules associated with the scholarship opportunity.
- Repeat as many times as needed to add the individual rules within this group.
- Adding a subgroup is covered in the next section.
- If only one of the rules within this group must be passed in order for the applicant to pass the opportunity's criteria, click the pencil icon.
- Select OR for the Operator field. If all the rules in the group must be passed, leave AND selected. Click Update Rule Group.
- Select OR for the Operator field. If all the rules in the group must be passed, leave AND selected. Click Update Rule Group.
- To edit the eligibility rule group opportunities, click the checklist icon.
- If this rule group is common to all opportunities, leave the box for Common checked. Click OK.
- If this rule group is specific to one or more opportunities, uncheck the box for Common and check the box next to each opportunity. Click OK.
- If this rule group is common to all opportunities, leave the box for Common checked. Click OK.
- To reduce the need for lengthy OR rules, the Is In List comparator is available for the following question types: Dropdown, Radio Button, and Checkbox. An applicant will be eligible if their answer choice matches any of the choices in the list.
It is important to note that Is In List works as an OR comparator. If an opportunity requires more than one item from the list, you must build separate rules.
Add a Rule Subgroup
A rule subgroup creates a set of rules that will be considered together. For example, if an applicant could have participated in cross country or football in order to pass an extracurricular requirement for a scholarship, those rules would be built together within a rule subgroup with the OR operator.
To add a rule subgroup within an eligibility rule group, create a set of related rules that will be evaluated together using AND or OR logic.
- Click Tools on the upper navigation bar, and then click Process Manager.
- Click the universe name.
- Click the Eligibility tab.
- Click Add AND/OR Rule Group.
- Enter a name for the subgroup, select the Operator, and then click Add Rule Group.
- Click Add OR/AND Rule.
- Select a Form Question, Comparator, and Rule, and then click Add Rule.
- Repeat steps 6 and 7 to add the next rule.
- Repeat as many time as needed to add the rules within this subgroup.
- Repeat as many time as needed to add the rules within this subgroup.
- To update the rule group for just the subgroup, click the pencil icon. In this example, the applicant would need to select Sports or Work Study as the Extracurricular to qualify.
- To update the rule group between subgroups, click the pencil icon. In this example, the subgroup's operator is set to OR and the entire rule group is set to AND meaning that the applicant would need to select Sports or Work Study as the Extracurricular, and their GPA would need to be greater than 3.0 to qualify.
Edit and Delete Rule Groups, Subgroups, and Rules
To manage eligibility rules in a universe, use the edit and delete icons on the Eligibility tab to modify or remove rule groups, subgroups, and individual rules.
- Click the trash can icon to delete a rule group.
- Deleting a group deletes all the rules it contained.
- Deleting a group deletes all the rules it contained.
- Click the trash can icon inside a rule group to delete a subgroup and the rules within the subgroup.
- Click the rule's trash can icon to delete a rule.
- Click the pencil icon to edit a rule group.
Eligibility Change Log
The Eligibility Change Log allows you to see eligibility rule changes that have been made, when they were made, and by whom.
To view a history of changes made to eligibility rules, access the Change Log from the Eligibility tab of the universe.
- Click Tools on the upper navigation bar, and then click Process Manager.
- Click the universe name.
- Click the Eligibility stage.
- Click Change Log.
